It's a 10th anniversary "Nimbus" figure! 
"Nimbus" was first created in 2013 and, up until a couple of years ago, also made an appearance every year on Halloween, dressed in whatever Halloween costume he desired for that year.
Nimbus is made with paper clay and painted with acrylics. He is mounted onto wood and holds both a balloon and a noose.
